The Team

The Chief Operating Office (COO) comprises of seven separate functional groups supporting T. Rowe Price’s global business. These groups are Technology, Chief Data Office (CDO), Global Investment Operations (GIO), Global Client Account Services (GCAS), Risk, Corporate Real Estate & Workplace Services (CREWS), and the Transformation Office (TO). Each group is represented in the APAC region with the teams supporting both the Investments and Distribution functions with matrixed reporting lines to local, regional and global leadership.

The Role

The Director, COO Enablement is a newly created hybrid role providing tactical and strategic leadership for TRP’s regional operations with a particular focus on Greater China and Singapore (GC&S). The role combines three core elements:

  • COO General Management responsibilities in support of the Asia-Pacific COO and including activities such as business strategy, target operating model, organizational design, reporting, dashboards and metrics/KPIs/OKRs.
  • Operational Oversight and coordination of COO functions in GC&S as part of the regional COO leadership team and working closely with regional leaders across COO, corporate functions, Investments, Distribution and Global Product.
  • APAC Divisional Data Officer (DDO) Leading the Enterprise Data function in the region as the connecting enterprise data capabilities to support Asia-Pacific, diagnosing and solving regional data issues, and supporting the development and launch of new products.

The role has a dual reporting line to the Chief Operating Officer, Asia-Pacific (solid line) based in Sydney, and the Head of Data Governance & Operations (dotted line) based in Baltimore. The Director, COO Enablement will be a member of the APAC COO leadership team (LT), actively participating in the strategic management of the business, as well as functioning as a key advisor and business partner to the local leaders and other senior executives in support of the regional agenda. It will also be part of the global Data Governance & Operations leadership team.

The successful candidate will be a highly experienced data and operational leader with a strong track record of execution and building strategic partnerships within a global matrixed organization. Additionally, being comfortable in an environment where the role will evolve over time and may operate in ambiguous spaces, will be important.

Key Accountabilities

Key Leadership Accountabilities

As an experienced leader in the region, you will have the opportunity showcase your leadership capabilities and experience to deliver business outcomes with pace, quality and long-term value generation. As a coach, mentor and advisor to others you will also have the opportunity to support existing leaders and help develop a future leader pipeline in the region.

Business Leadership:

  • As a member of regional COO management team, play a key part in supporting the local delivery of the global COO strategy and transformation plans and ensuring input to the roadmap.
  • Seek to ensure the global strategic plans are inclusive of region-specific content and that local perspectives are incorporated into the decision making.
  • Ensure that issues are viewed with a local impact and/or local legal entity perspective in addition to the global, functional perspective; facilitating communication and coordination and challenging where required.
  • Provide sponsorship of key initiatives in GC&S.

People Leadership:

  • Set and follow high standards of conduct. Follow, and keep up to date with, regulatory requirements and be proactive in obtaining legal/compliance advice.
  • Encourage a culture that empowers employees to take ownership and accountability locally.
  • Coordinate with HR on overarching issues impacting GC&S.
  • Develop a perspective on local resourcing needs and capabilities across different functions and incorporate this into the regional strategic workforce planning and regional real estate strategy.
  • Partner with respective functional leaders to add substance in-region with more local decision making and empowerment.
  • Enhance the associate experience through an effective communication and engagement agenda, including participating in Townhalls & Associate Communications.

Overall Success Measures:

  • Robust identification, and delivery, of GC&S operational priorities.
  • Strong relationships with all Business Unit Leaders, globally and regionally.
  • Expertise recognized, and actively sought out.
  • Effective demonstration of regulatory responsibilities ensuring early risk identification, mitigation, incident analysis and resolution, which may include escalations to the Board or the regulator.

General Management Accountabilities

As the COO General Manager for the region, you use your broad range of operational, data and leaderships skills to help solve a wide variety of problems and design strategic and tactical solutions. Your storytelling abilities combined with an aptitude for bringing facts and data to life for diverse audiences will ensure consistent flows of high quality information to support decision-making.

Business Strategy, Target Operating Model (TOM) & Organizational Design:

  • Develop and refine COO business strategies at a local and regional level to support the wider organization’s growth and transformation strategies.
  • Participate in COO TOM design and play an advisory role to leaders in the region around creating integrated operating models.
  • Supporting the TOM, work with HR and business partners to analyze and refine organizational design and strategic workforce plans that also feed into areas such as a real estate strategy.
  • Develop business plans and roadmaps for key local initiatives and help refine global plans to meet GC&S needs.

Reporting, Dashboards & Metrics:

  • Within the APAC COO LT, co-create a reporting framework that provides facts, data and insights about Asia-Pacific to help leaders around the world make better decisions with a clear and consistent narrative about the region.
  • Establish two-way communication channels between local offices / the region with global leadership to help build knowledge and understanding of regional nuances and needs along with ensuring that there is the right level of information flow and transparency from head office.
  • Leverage dashboards and data visualization tools to support storytelling and bring facts and data to life.
  • Support the development of a suite of local and regional operational metrics, KPIs and OKRs that provide a quantitative way of evaluating the effectiveness and quality of operations, data and risk management. Leverage OKRs to focus teams on outcomes versus activity.

Global GM Network:

  • Connect with the global network of GMs to share information and best practices, collaborate on initiatives and build relationships across teams.
  • Provide an APAC coordination point for recurring activities such as annual planning, COO reporting, metrics and dashboards using the roll-up our regional reporting.
  • Work with teams across the region to conduct analytics and business analysis in support of global initiatives and fact-finding.

Operational Oversight

Your strategic and hands-on operational experience will enable you to create strong partnerships with teams across the region and within the global network to drive a focus on operational excellence and continuous improvement while helping embed a risk culture across the COO. Your execution focus will help other leaders deliver programs that achieve target outcomes with sustained business value.

Operational Excellence & Execution:

  • Actively support the execution and governance of local and global programs that impact GC&S, particularly operational ones.
  • Support the evolution of the Regional Operating Model implementing structures to support local and regional growth strategies while maintaining global standards and consistency.
  • Provide leadership and guidance to ensure a coordinated approach to resolving operational errors and achieving desired client outcomes.
  • Collaborate closely with the Operations functions to drive operational efficiency.
  • Coordinate and connect dots between functions, sub-departments and across teams.
  • Help drive key mindset shifts within teams such as end-to-end thinking and client centricity.
  • Coordinate local incident management in line with policies and procedures for incident coordination, timely BCP decision making and cross functional coordination.
  • Partner with regional business resiliency lead on local resiliency strategy and oversight.

Regulatory Compliance:

  • Actively participate on relevant local and regional risk related committees.
  • Provide senior management with an overview of significant operational issues that have occurred and how any violations or breaches were resolved.
  • Partner with risk functions to promptly resolve any compliance/control issues identified and enhance related policies, systems and controls as appropriate.
  • Effectively supervise the competence and conduct of employees, through partnership with HR, Compliance, and Conduct Office.
  • Seek to continually enhance competence by providing and /or supporting internal and external training and supervision and/or mentoring as appropriate.

Divisional Data Officer (DDO), APAC

As the Divisional Data Officer for Asia-Pacific, you will be responsible for helping meet the data needs of the region and problem-solve around data issues in concert with the Enterprise Data Strategy. This includes collaborating on a cohesive roadmap for data-related initiatives, encompassing data governance, data quality, data integration and data analytics. You will work closely with various functions and business units to align data needs with business outcomes, ensuring data is utilized effectively to drive informed decision-making and support business growth, efficiency and risk initiatives and operations.

Data Strategy Leadership:

  • Execute and communicate a clear regional view of the Enterprise Data Strategy.
  • Serve as the on-the-ground leader representing the CDO with in-region business leads.
  • Collaborate with local stakeholders and global CDO colleagues on a cohesive roadmap for data-related initiatives that impact the region.
  • Create and maintain a data roadmaps that prioritizes product usage, features, enhancements, and data quality remediation based on business value and user needs.
  • Introduce new capabilities to regional workflows around data governance, data quality, data integration and data analytics.
  • Act as a data SME and conduit to enterprise data capabilities on local and regional initiatives.

Data Governance:

  • Drive consistency and effectiveness of data governance in the region.
  • Represent CDO and COO with Regulatory Agencies as assigned.
  • Monitor objective and key results (OKRs) and key performance indicators (KPIs) to assess the impact of the data product and making data-driven decisions for improvements.
  • Implement regional data governance policies, access controls, and compliance measures to maintain data security, privacy, and quality within data products.

Data Operations & Delivery:

  • Collaborate with stakeholders from various business and technology areas to understand their data requirements and ensure the data product's relevance and effectiveness.
  • Oversee data collection, ingestion, and transformation processes to ensure high-quality, reliable, and accessible data.
  • Facilitate user training and support to ensure that stakeholders can effectively utilize the data product for decision-making and analysis.
  • Support the development and go-to-market of new data-driven products for the region in partnership with the regional product team.

  • Preference for general management, data and product experience.
  • In-depth knowledge of the GC&S + APAC market dynamics and cultural norms.
  • Prior experience in Hong Kong effectively leading and resolving complex operational issues and driving operational excellence.
  • In-depth understanding of asset management industry would be an advantage.
  • Fluency in Cantonese and/or Mandarin is preferred.

Enterprise Data Specific Requirements:

  • Experience leading and working in Agile environments, ideally at scale but with the ability to flex as needed e.g., waterfall.
  • Lean Six Sigma or related skills and experience.
